Selected projects supporting International Business Collaboration in 2005 and 2006

| Project Objectives To conceptualize and initiate the key annual Pan-African eLearning conference in a partnership with an international conference organizer and African private and public sector institutions; to attract annually an audience of exceeding 1000 professionals; to foster the development of African expertise in the field of learning technologies; to support an eLearning stakeholder network with African key institutions. |

| Scope and Results Conceptualization and implementation in 2005 resulted in a partnership with the Ethiopian Ministry for Capacity Building and the first “eLearning Africa” conference in 2006 in Addis Ababa with more than 800 participants from 80 countries. In 2007 the conference took place in Nairobi, Kenya, in a partnership with the Kenyan Ministry of Education and attracted more than 1400 participants. In 2008 the conference took place in Accra, Ghana, in a partnership with the Ghanaian Ministry of Education, Science and Sports with more than 1500 participants convening. Major international donors and corporate sponsors from Europe, the Americas and Asia support the conference and African participants. In 2009 the event took place in Dakar, Senegal. In 2010 the event took place in Lusaka, Zambia and attracted more than 1700 participants from 78 countries. Partnerships with Ministries of Education in Ethiopia, Kenya, Ghana, Senegal, Zambia, Tanzania and Uganda for an on-going cooperation are established. “eLearning Africa” is by now the second-to-none event on educational technology on the African continent. |

| Project Objectives to assess the quality of an eGovernment project proposal according to a given impact oriented Logical Framework Approach (logframe) of the German BMZ; to develop a comprehensive capacity building strategy which is in line with the logframe; to elaborate a syllabus for eGovernment services in collaboration with the Indian Institute for Standardization Testing Quality Certification; to develop a value chain for utilizing eLearning as an embedded and cost saving instrument for capacity development (blended learning); to manage and harmonize heterogenous stakeholder interests (national and international ministries, donor organisations, implementing agencies and companies) and provide for business development services |

| Project Objectives To set up eLearning Competence Centres at the Uganda Industrial Research Institute, Kampala and The Industrial Services Network, Delhi/India; to set up a service network of authors and tutors who produce, deliver and moderate courses as part of their established training programme; to follow a two-path strategy which combines skill building with organisational building; to enable the authoring and tutoring network to produce and maintain training products within their organisational frameworks; to ensure that all training products and organisational strategies can be re-used; to setup an information portal and enable information managers at the institutions. |

| Scope and Results Results: Products, processes and tools for building eLearning institutions have been applied by the participants; cross-country coaching facilitated a re-design of instructional material for face to face and online teaching. Scope: 130 learning hours during the online phase; 70 face-to-face learning hours; 150 hours on project implementation (change management, course production, service delivery); 350 hours during 8 months (approx. 45 learning days; implemented as workplace learning 12 hours/week, 8 months duration). |

| Project Objectives To analyse the needs for ICT enabled service delivery in “Technical Education and Training – TVET”; to assess service quality of stakeholders and undertake round table discussions on ICT based service implementation strategies; to initiate a national eLearning service infrastructure; to support World Bank representatives in launching the ICT Assisted Development Project (ICTAD) programme in collaboration with the Ethiopian Ministry for Capacity Building. |

| Scope and Results Strategy for ICT supported educational services; eLearning has been identified as a cross cutting instrument in the Ethiopian national ICT for Development programme; the building of a national eLearning service infrastructure is now a task in the current educational reform programme of Ethiopia. |
