Lessons learnt report of a Comprehensive Coaching Programme for Building eLearning Institutions, implemented by German development collaboration (GTZ/Crystal) in Uganda and India in the sector of Technical Vocational Education and Training. The blended learning programme enables teachers - to initiate local eLearning institutions - to implement Rapid eLearning - to produce re-usable instructional contents and eLearning materials cost efficiently - to publish and share products by using open source based internet technology for Content Management and eLearning - to participate in international eLearning networks. The instructional design of the teacher coaching programme is strictly action oriented. Each module represents one step of a Standard Operating Procedure for planning, producing, delivering and evaluating of eLearning services. A generic project model for action oriented blended learning will be presented. The implementation of this model is experienced as an efficient and sustainable capacity building approach. |

ONLINE EDUCA BERLIN is the largest annual gathering of e-learning professionals in Europe. The three day conference has become the meeting point for the international e-learning community of practice. In 2002 more than 1400 participants from 63 different countries joined the event in the Intercontinental Hotel Berlin.
The conference's rich agenda included more than 200 people including key-note speakers, presenters, panelists, chair-people and workshop leaders from 30 different countries.
Leopold Reif has been a member of the Advisory Committee since the launch of the conference in 1995.
Sebastian Hoffmann talked about “ Open Source based Applications for Knowledge Networks in Africa and Asia” in a session on effective development strategies. The chairman of this session was Gunnar Brueckner from coachingplatform Inc., Canada.

11 October, 2002, Heinrich-Heine-University Düsseldorf
In summer 2002 Hoffmann&Reif and the software engineering company Saxess developed jointly a directory service framework based on open source technologies for the University of Applied Sciences in Cologne, Germany.
The Ministry of Education of North Rhine-Westphalia invited selected companies to a conference on "Information and Directory Services of Universities" at the Heinrich-Heine-University in Duesseldorf. The conference addressed university employees of computing centres, libraries and adminstration.
Sebastian Hoffmann and Dr. Hussayn Dabbous presented the innovative features of the recently developed open source based framework for the education sector.
29-30 January, 2002, Berlin
As a follow-up of last year's DSE conference on "Digital Inclusion" the Networked Readiness conference was an important contribution to the ongoing international debate on harnessing the full potential of ICT for development and poverty reduction.
Sebastian Hoffmann and Leopold Reif were invited as observers to this event.
13-14 December, 2001, Baku, Azerbaijan
More than 200 participants joined the conference, coordinated by the “Earth Data Network for Education and Scientific Exchange” (EDNES, France) and organised by the Baku Scientific and Training Center ( BSTC, Azerbaijan), AZRENA (Azerbaijan), Azerbaijan State Economic University and the EDNES Azerbaijan branch. The audience consisted of representatives from environmental, educational and research communities of Azerbaijan. Furthermore participants from Armenia, Belarus, Georgia, Russia, Ukraine, Latvian, Lithuanian and Estonian took part in the event. The conference was a milestone for enhancing the cooperation between the region and their ICT based projects with the European Community and especially the Information Society Technologies programme. BSTC and the conference chairman Dr. Tofig Babayev in Baku did a great job in hosting this important event.
Leopold Reif did a presentation on the "Distributed and cooperative publishing and project management for education, training and research in extended virtual organisations" at the plenary session, moderated a plenary discussion and demonstrated an Open Source based publishing system on the Internet.
28-30 November, 2001, Berlin
On behalf of the Carl Duisberg Gesellschaft, Hoffmann&Reif presented the consultancy model for SANTREN´s e-learning activities at the Online Educa session on "eLearning in the Context of International Development Co-operation".
